To limit root-zone disturbances, staff proposed relocating a new ADA restroom to the lower parking lot rather than making the existing restroom fully accessible. The design now shows three categories of trail work—strict ADA-standard paved paths, a slightly less-strict accessible surface, and existing-trail resurfacing where regrading would harm trees—intended to provide key access points without wholesale regrading that would harm large cedars.
The total phase-1 budget is $2,590,000 with proposed funding sources of $1,000,000 from Parks System Development Charges (SDCs), $791,146 in grants from Travel Oregon and the Oregon Parks and Recreation Department, and $800,000 from the Sandy Urban Renewal Agency (SARA). Staff said final alignment decisions remain contingent on field surveys and utility relocations (including a PGE transformer that could affect options).
Councilors asked about the placement and number of ADA parking spaces, ease of access to shelters and restroom access for ADA visitors at large events. Staff agreed to update drawings, add an alternate connection route near the restroom, and provide clearer online guidance about accessible routes and amenities before events.
