Commission approves appointments, transit agreement, mural grant, GIS amendment and stormwater study

The Davis County Commission approved several action items during its Nov. 25 meeting, including appointments, contracts and a regional study.
Community and Economic Development Director Kent Anderson asked commissioners to appoint Oliver Young of Young Venues to a one-year seat on the county's tourism tax advisory board (term 01/01/2026–12/31/2026) to fill a vacancy. Anderson also presented a replacement agreement with the Utah Transit Authority for the county's snow-and-ski bus pass program, which shifts a start date to Dec. 17 and carries a payable amount of $49,213 for service through April 11, 2026.
Anderson said the commission would also approve the last of five Discover Davis mural grants: a $10,000 memorandum of understanding with Clearfield City to place a mural that will feature an American kestrel and include a QR code as part of the statewide Utah wildlife mural tour. "It's a cool piece," Anderson said, describing the mural as part of broader county participation in public art programs that required 50% local match from partners.
Information Systems Director Jeff Hassett presented a one-year amendment to the county's Esri GIS licensing contract, negotiated down from an initial $240,000 request to a $165,000 amendment that begins Jan. 17, 2026. Hassett said the shorter term gives the county about 13 months to explore long-term options as licensing costs rise.
Public Works Director Adam Wright presented Resolution 2025-34, an interlocal reimbursement agreement with West Point City for a stormwater study of northwest county and adjacent unincorporated areas. The agreement totals $103,500 (11/25/2025–12/31/2026); Wright said West Point will hire and manage engineers and lead implementation in developed areas. Commissioners approved each item by motion.
Other business: the commission approved consent items 12–16 and the property's tax register during a brief Board of Equalization recess. The meeting adjourned at 10:32 a.m.
