The City Council voted to adopt the Sandy and Hoodland Libraries 2025–2028 strategic plan, directing staff to proceed with the stakeholder engagement and program priorities outlined in the plan while returning with more operational and financial detail.
Library Director Sarah told the council the plan focuses on services—early literacy, technology access, mobile library outreach and partnerships—and summarized survey results: a recent supplemental survey had 36 respondents (86% supported the chosen focus areas) and an earlier needs assessment had 236 responses. Staff said upcoming implementation steps include targeted stakeholder meetings, program surveys and outreach to partners such as Clackamas County Master Gardeners and local nonprofit partners.
Councilors praised the library’s work but pressed staff to add more measurable targets and financial detail. Several members asked for SMART (specific, measurable, achievable, relevant, time-bound) objectives, a clearer picture of the bookmobile’s staffing and operational impacts, and an analysis of facility maintenance needs and funding. Staff said the strategic plan is intended as the high-level ("1,000-foot") roadmap and that more detailed operational and budget analyses would follow, including program-level surveys and targeted stakeholder meetings.
Councilor Sheldon moved to adopt the plan and Councilor Hanley seconded; the motion passed. Staff will continue stakeholder engagement and follow-up reporting on financial implications and operational details.
