Council approves IGA amendment to expand SandyNet business broadband services

Council authorized the city manager to execute an amendment to the intergovernmental agreement between the City of Sandy and Clackamas County to expand SandyNet business broadband services. Staff said the revision adds two business tiers to serve up to 50 lottery and business locations identified by the state contractor, roughly 20 of which are inside city limits.
Under the arrangement, the city retains a portion of monthly fees for in‑city sites; for out‑of‑city locations revenue is shared with Clackamas County. Staff estimated Sandy would realize about $168,000 in revenue over the five‑year contract term from the proposed tiers and said the monthly price and turn‑up fee model was set to recover costs over that period.
Staff also told council the amendment had been reviewed for cybersecurity and liability risk and that the IGA language preserves the county's ownership of fiber while the city manages customer premises equipment. Council voted to authorize the city manager to execute the amendment.
