Council reviews Waste Management franchise renewal and proposed fee increase to 7%

Waste Management representatives updated the council on service and the company’s pending franchise renewal, which expires in February. WM senior public sector manager Dave Puber said the company serves about 2,400 residential customers in Scappoose and that many Oregon cities have franchise fees in the 7–8% range.
Puber said no significant operational changes were proposed beyond a potential fee adjustment; WM staff showed rate comparisons and described recent investments including a new recycling facility in North Portland. Staff and WM discussed timing: the franchise legally expires Feb. 18 and staff plan to propose an emergency ordinance at the Feb. 17 meeting if necessary to ensure continued service.
A councilor recused themself from the discussion because of an employment conflict; city staff said they are working with WM and its counsel to finalize contract language and rate analyses and will present final terms to the council at the next meeting.
