Scappoose resident tells council she has documented police and staff misconduct, urges action

Alicia Hygge, identified herself as a Scappoose resident and told the council she has ‘‘brought forward evidence of serious misconduct, including the falsification of a child abuse hotline report, abuse of police authority, retaliation following protected speech, failure to investigate known wrongdoing, selective or non-enforcement of city ordinances, and false or misleading official statements.’’ Hygge said she had submitted documents and that ‘‘despite repeated notice, no corrective action has been taken.’’
Hygge framed the problem as a pattern rather than a single incident and cited state and federal legal protections, telling the council that the matters implicate ‘‘Oregon mandatory reporting laws, criminal statutes governing official misconduct and public records, whistleblower and anti-retaliation protections, city ordinances, the Oregon Constitution, and the United States Constitution.’’
Council members did not debate the substance of the allegations during the public-comment period. The mayor closed public comment and moved on to the consent agenda. No council motion, staff response, or investigation directive appears on the meeting record from this session.
What happens next: Hygge said the evidence and prior statements are already on the record; she asked the council to respond and to take corrective action. The council did not announce a follow-up action at the Jan. 5 meeting. Members who want to pursue or respond to the claims would need to request staff to investigate or place the item on a future agenda for formal action.
