Council tables proposed multifamily moratorium after members call for study, workshop

Council Member Amanda Taylor introduced an ordinance (bill 78-10) proposing a moratorium on multifamily development, saying residents had asked council to address overdevelopment and traffic concerns. Multiple council members urged caution, citing potential effects on senior housing and affordable units and recommending a workshop and review by the planning and zoning commission before further action.
"This is something I know the residents in our ward have been asking us for," Taylor said during debate. Several colleagues said they supported conversation but wanted staff analysis and P&Z review. "I think we need to slow down and take our time and ask all the right people the right questions," Council Member Keoughan said.
After exchanges on the timing and outreach, Council Member Keoughan moved to table the item and place it on the December workshop; that motion carried 8'to—, effectively postponing formal action and referring the ordinance for additional study and discussion.
Council members asked staff to provide data on traffic impacts, school capacity, and potential carve-outs (for senior housing or affordable projects) so the council and planning commission can consider unintended consequences before any final vote.
