Council grants 10-year nonexclusive franchise to Warm Beach Christian Camps for utilities in county rights-of-way

Snohomish County Council on Jan. 7 approved ordinance 25-082, authorizing a nonexclusive franchise to Warm Beach Christian Camps and Conference Center to allow limited use of county public road rights-of-way for installed water and wastewater facilities.
Council staff Deb Bell said the facilities serve the Warm Beach camp, the Warm Beach Senior Community and the Warm Beach Free Methodist Church and are located in public rights-of-way on Marine Drive, Frank Waters Road and 81st Avenue. The county engineer’s report, included in the council file, recommended granting the franchise under Snohomish County Code 13.80.04 with a 10-year initial term and an automatic 10-year renewal. The ordinance was presented for public testimony; there were no speakers. The council moved and seconded the approval and adopted the ordinance by roll call, 5-0.
The franchise authorizes access for inspection, meter reading, routine maintenance and emergency repairs; Deb Bell told the council those uses were contemplated by the proposed agreement. The ordinance requires administration according to the terms outlined in the county franchise agreement and county code.
