Board adopts multiple assessment and stormwater reports as routine hearings close

On July 8 the board conducted a set of routine engineer’s‑report hearings and approved tentative annual reports and levy instructions for multiple County Service Areas and assessment districts.
Public Works staff presented annual reports and engineer’s estimates for several CSAs (including CSA L100 — Countywide street lighting — proposed at $14.94 per equivalent dwelling unit; CSA M28 Willow Mobile Home Park; CSA M30 Alamo Springs; CSA M31 Contra Costa Center Transit Village; CSA T1 public transit area). The flood control district presented the stormwater utility assessment rates for the unincorporated county and 17 municipalities; staff said all cities’ councils and the county had returned resolutions requesting adoption. The board opened public hearings for each item, heard no public speakers, and adopted the tentative reports and directed staff to place the levies on the tax roll or proceed with publication and finalization as required by statute. Votes on the engineering items were unanimous.
These annual assessments fund routine services such as lighting, landscape maintenance and stormwater compliance; many rates are indexed to the San Francisco Bay Area CPI or established as fixed maximums in engineer reports. Staff highlighted that the county continues to refine reporting and to post performance and budget data on the Measure X and public works websites.
