The Board approved district allocations for community engagement to inform how unspent ARPA/FEMA reserve funds will be used locally. Supervisors proposed flexibility for districts that may require multiple events given geography and language needs.
After discussion about timing and the need to wait for a clearer federal budget picture, supervisors agreed to return with findings in fall 2025. The board authorized up to $15,000 per district for engagement and directed staff to work with chiefs of staff to prepare a common input form and post a county website for responses. The board set Oct. 21 as the return date and passed the motion unanimously.
Staff noted a parallel Empowering Enrollment program ($2,000,000) will be launched to increase applications for public benefit programs and partner with community organizations. Supervisors emphasized that district processes should be transparent, include translation services, and capture structured data so results can be aggregated across districts.
