Board OKs $1.5 million amendment to finish East Dixie water main; approves $397,159 change order for walking trail

Kim Holland, the utility’s water and sewer presenter, told the Board of Lights and Water on March 10 that the East Dixie Water Main Replacement Project requires additional funds to complete the originally awarded scope. The contract had been awarded in May for $3,295,839; Holland requested a $1,500,000 amendment to the FY25 budget to make the project whole and recommended using the utility’s reserves to cover the shortfall. "We would like to recommend that the board authorize a budget amendment in the amount of $1,500,000 to the waterline replacement account to complete the East Dixie water main replacement project," Holland said.
The board moved and seconded the amendment and approved it by voice vote. Board members did not provide an individual roll-call tally during the meeting; the chair called the vote unanimous.
Holland also presented Change Order No. 2 to the Unity Construction contract to add Public Works’ East Dixie walking-trail work to the contractor’s scope at a cost of $397,159.50. Holland said Public Works will fund the walking-trail portion and that the board utility would not incur additional cost: "So the BLW will not pay anything for this, but just improves overall efficiency, and expedition to the project, for the community," she said. The board approved the change order after a motion and second; the chair recorded a unanimous voice vote.
The board heard a brief exchange clarifying that the contractor (Unity) is already mobilized on site and that adding the trail work allows the city to avoid remobilization and to have Public Works pay for the additional scope. Holland named the project account numbers in the packet for the reserve transfer.
Next steps: Holland said the additional funds will allow the contractor to finish the entire project as originally awarded. No date for completion was presented at the meeting.
