Summary
Davis County approved interlocal agreements and reimbursements for multiple transportation projects: Clinton City 2300 North Realignment ($1,660,000), Layton City FrontRunner pedestrian overpass ($2,677,000 additional), Clearfield contract date extension ($2,000,000 reimbursement), appointment to Great Salt Lake Scenic Byway Committee, and a $150,000 Woods Cross CDBG rehab project.
Davis County commissioners approved a multi-item transportation block that included interlocal reimbursement agreements, a funding increase for a pedestrian overpass and other local projects.
Kent Anderson, Community Economic Development, presented four transportation-related resolutions and an appointment. Item 2 requested an interlocal reimbursement agreement with Clinton City to use third-quarter transportation grant funds for the 2300 North Realignment Project, payable $1,660,000 and running from Jan. 13, 2026, through Dec. 31, 2028. The work includes roundabout reconstruction, concrete surfacing, pedestrian-safety improvements and widening from Footed Crane to 4000 West.
Item 3 sought an amendment (recorded in the packet as resolution "20 23 0 0 7 6") to a Layton City interlocal agreement to provide an additional $2,677,000 capital reimbursement for a FrontRunner pedestrian overpass after updated cost estimates raised the project above $12,000,000; Layton is expected to provide a local match. Anderson described the overpass as an extension of the Case Creek Trail connecting downtown Layton across FrontRunner and UPRR tracks toward Tanner Clinic.
Item 4 requested an amendment to an interlocal agreement with Clearfield City for the 500 West extension project to extend the contract date and allow reimbursement for completed work; no additional county funds were required, and the payable amount shown was $2,000,000. Item 5 asked the commission to appoint David Mitchell as the countys representative to the Great Salt Lake Scenic Byway Committee to consider roadside enhancements and signage. Item 6 was an agreement with Woods Cross City for a 2025-2026 Community Development Block Grant (CDBG) home rehabilitation project payable $150,000 to stabilize sinking homes in the Farm Meadows subdivision using helical piers.
A motion to approve items 2 through 6 was made and seconded; the chair called the vote and the items were approved unanimously.
