Summary
Several residents told the council recurring public-works problems persist despite repeated 311 requests, including unmanaged easements, spray damage to yards and traffic-calming needs; staff committed to follow-up investigations and enforcement.
During the public-comment portion of the Aug. 5 meeting, multiple residents described long-running maintenance problems in their neighborhoods and asked the council and staff for sustained follow-up.
Tyrone Richardson, who identified himself as a Southeast Lake resident of some 32 years, told the council he has made repeated 311 requests for easement maintenance and said responses have been inadequate. "I've been calling 311 for at least 4 years for the same thing about the easements, and they're not being cut or tended to at all," Richardson said. Staff and council members pledged a follow-up and a staff investigator was assigned to meet with the resident to resolve the issue.
Another resident described a spray from city crews that allegedly damaged neighbors' gardens after grass-cutting work and requested information about the chemical used; staff agreed to follow up with the caller to identify the product and remedy the situation.
Council leadership asked staff to coordinate with the Birmingham Police Department and code enforcement when necessary and to provide timely responses for items such as sinkholes, demolition-site cleanup and traffic-calming requests. Several councilors emphasized the need for better internal coordination to prevent repeated, unresolved 311 requests.
Why it matters: Residents presented recurring operational problems tied to quality-of-life, public safety and city service responsiveness. Staff committed to direct follow-ups and to investigating the specific cases raised during public comment.
Next steps: City staff said they would investigate the properties and return with updates to the council and the residents who raised the issues.
