Council renames equity index, narrows required impact analyses under new 'community impact note'

Pierce County lawmakers voted unanimously Dec. 9 to amend county code renaming the county’s "equity index" and "equity note" as the "community impact index" and "community impact note," and to tailor how that analysis applies to ordinances and resolutions.
Senior policy analyst Andrew Kelly summarized the item’s history: council requests and departmental work dating to 2020 led to development of an equity index and the requirement that an equity note accompany proposed legislation; internal reviews and refinements prompted the proposed name change and targeted exemptions. The updated index adds new indicators—such as tree-canopy coverage and proximity to daycare centers—and expands geographic options (including ZIP code and school-district level results). Kelly said the changes align the tool to evaluate broader community impacts and to reduce duplicative analyses where they do not provide meaningful insight.
Council members thanked staff and the intern who contributed to the review and said they found the refined tool helpful for legislative review. The ordinance sets an effective date of Jan. 1, 2026; staff indicated trainings and administrative updates will follow.
