Commission approves tourism incentive, grants and contracts including $10,000 USA BMX incentive and $108,000 emergency-management grant

The Davis County Commission approved a slate of business items on Dec. 23, including tourism incentives, leases, grant receivables and professional services agreements.
Community and Economic Development staff presented an incentive agreement to host the 2026 USA BMX professional national event at Syracuse BMX Park for $10,000, payable from tourism funds. Jeff Oiler described the contract as running from Dec. 23, 2025, to Aug. 10, 2026. “This will be held at the Syracuse BMX Park in Syracuse. It is payable in the amount of $10,000. That's coming out of our tourism funds,” Oiler said. The commission approved the incentive on a voice vote.
Oiler also presented a one-year lease of 23 parking stalls adjacent to a dentist office for $4,333; commissioners described it as a temporary solution and approved the item.
Health Director Brian Hatch presented two receivable grants from the Utah Department of Health and Human Services: a tobacco-prevention grant of $46,087 and a preschool development (PDG) grant of $200,000, both for the 2025–2026 grant year. “Both of these are federal funds that pass through,” Hatch said. The commission approved both items.
Chair Kamalu presented an information-systems professional-services agreement with Atlas Technologies for an e-prosecutor initial system assessment for $7,200 (start date 12/17/2025; completion upon delivery). Chief Deputy Butcher asked the commission to approve a recurring emergency-management grant with the Department of Public Safety Division of Emergency Management for $108,000 (grant period 2023–2029); commissioners approved the recurring grant.
The commission approved consent items 12–18 and the property-tax register presented in Board of Equalization business (the register included 17 appeals, 17 abatements and several auditor and assessor corrections). All approvals were recorded by voice vote; the transcript does not include a roll-call tally for each item.
What’s next: Staff will execute the contracts and arrange implementation steps such as event coordination for the USA BMX event, grant acceptance paperwork, and the e-prosecutor assessment schedule.
