Pierce County Council adopts 2026–31 capital facilities plan to fund $353M in near‑term projects

The Pierce County Council on Nov. 25 adopted O2025‑563, the Capital Facilities Plan (CFP) 2026 amendments required under the state Growth Management Act. Council staff Erica Rhett Hunt briefed the council on the CFP, saying the plan identifies approximately $1.03 billion in major investments across county buildings, utilities, facilities and parks for the next six years; capital projects funded through the budget for 2026–27 total about $353 million.
Hunt told the council the CFP came to them out of committee of the whole with a do‑pass recommendation as amended. Staff said roughly 85% of the 2026–27 CFP expenditures would go to the sewer utility, surface‑water utility, general administration buildings and parks; roadways are covered in a separate transportation ordinance previously considered.
The council approved the ordinance as amended by roll call (7–0). Council members thanked planning, public works and finance staff for preparing the plan and noted it is a central piece of the county’s capital budgeting process. The ordinance will guide the county’s capital spending and project scheduling through 2031 and will be implemented through department project plans and subsequent budget adjustments.
