Layton urges Davis County to refocus animal services; chair says county limited to legally required work

“From what I’ve been seeing is that animal services is now becoming a taxpayer subsidized veterinary clinic,” Layton said during the public-comment period, citing slow response times to loose dogs and persistent raccoon activity behind his home.
