City declines Eastside fire station seismic grant for reapplication; council discusses December schedule

Nicole, city manager, told the council the city had been awarded a seismic rehabilitation grant for the Eastside fire station but that bids returned higher than the grant award. She said staff considered reducing scope but concluded the reductions would remove key elements: "What we had to reduce in order to try to get below the grant amount was pretty significant... so what we're gonna opt to do is to not accept the grant at this point, to come back, and reapply in the next round so that we can make sure that we are getting the full benefit of the project as we see."
Councilors asked whether declining and reapplying risked losing the award; Nicole said there was a possibility but staff believed the city had a strong reapplication case and noted the original award dated from 2024. The city will reapply in the next grant round and return with updated bids and scope.
Nicole also raised council calendar issues. Because the November work session falls the week of Thanksgiving and the December work session falls near Christmas, councilors debated canceling or consolidating December meetings. Nicole said staff prefers at least one December meeting to approve the audit so it can be submitted to the Secretary of State by the deadline and suggested the first December meeting could serve that purpose.
