Coos Bay council adopts 3.2% solid-waste franchise rate increase

Nicole, city staff, introduced the proposal as a routine annual request under the Coos Bay Municipal Code and said the increase "is asking for this year, which is an increase of 3.2%, results in about 89¢ per month increase for the most used service level for solid waste." The council opened a public hearing after staff and provider remarks; no members of the public testified.
Mark Foreler, district manager for Lehi Sanitary, told the council the request was calculated from the consumer price index and pointed to rising industry expenses including fuel, steel, equipment and employee retention. He described planned investments by the provider: "We're building a new transfer station and office down there on the same property... It's a $12,000,000 investment that Waste Connections is putting into a new transfer station," and noted ongoing changes connected to the state Recycling Modernization Act.
After closing the hearing, Speaker 3 moved to adopt the resolution and Speaker 2 seconded. The presiding chair called for the question; councilors recorded 'aye' and the motion passed. The transcript records the resolution number inconsistently (spoken as both "25 35" and later "25Dash30 5").
The council did not attach additional conditions to the rate adjustment during the meeting. The city will process the resolution consistent with municipal procedures for franchise rate updates.
