House Agriculture Committee sets filing deadlines and testimony rules

Chairman Todd reviewed the committee's procedural rules at the start of the House Agriculture and Natural Resources Committee session. He told members that bills must be placed on notice "through the house portal" by 3:30 p.m. the Wednesday before the next scheduled meeting and that committee amendments must be filed by Monday at 10 a.m. "Verbal amendments and amendments filed after the deadline shall not be considered," the chairman said.
Todd instructed that amendments must be submitted by email and must originate from the member or that member's assistant. He also said requests to testify must be submitted to the chairman at least 24 hours before a scheduled meeting and that witness cards can be submitted through the legislative website or filled out in person prior to the start of the meeting. The chairman noted that witness testimony is subject to time limits and "will be limited to 3 minutes for this committee." Todd said the committee would not distribute printed materials during the meeting; documents must be provided to committee staff electronically in advance.
Before reviewing rules, the chairman introduced committee staff, including Sergeant at Arms Wayne Hawkins, legislative assistant Rob Cagle, legal staff Doug Garrett and Stephanie Snow, research analyst Mackenzie Bridal, clerks Paul Obert and Amanda Arias Lemonis, and librarian/archives John Miller.
Chairman Todd adjourned the meeting after the procedural review; no committee votes were held on the rules during this session.
