Committee hears reservoir drawdown update and uncertain salmon outcomes

At its meeting, the Sweet Home Health Committee received a detailed update on a regional reservoir drawdown and its operational impacts, including effects on water quality and fish-moving strategies.

Staff reported the reservoir started the drawdown from a low level, which means the target elevation of about 780 feet may be reached earlier than planned and will likely be held for roughly two weeks rather than the originally intended 30-day period. Operators are testing the intake at Foster throughout the day and have not observed the turbidity spikes that stressed the system in prior years.

Members discussed fish-protection measures. Historically, salmon were captured below tall dams and trucked above them; the drawdown experiment aims to alter passage depths so some species can pass more naturally. Speakers cautioned that reduced water levels can raise temperatures to lethal ranges for some fish. The Oregon Department of Fish and Wildlife stocked kokanee to evaluate survival, and an unexpected return of sockeye was noted as an interesting development; overall, members called the effort experimental and emphasized uncertainty about long-term outcomes.

The committee was told there is no firm end date for the experiment and that staff will continue daily testing and monitoring.
