Finance Committee recommends multiple warrant transfers for spring town meeting; defeats Sandra Pond restocking request

The committee voted to recommend these items.
The committee debated a $4,500 article to restock Sandra Pond. An initial motion to recommend funding failed; the committee then voted to recommend the town defeat the article. The committee also considered a $3,500 free-cash article to support the July 4 block party and ultimately recommended funding for the event after members discussed whether such expenses are better included in the annual budget versus handled as free-cash seed money.
Other items: The committee recommended $49,000 from free cash for election and town-meeting costs after a debate about electronic voting equipment versus paper ballots, and it deferred some capital items (notably police-cruiser replacements) for more detail from department chiefs and capital-plan slides.
The committee emphasized that several recommendations are for retained-earnings funds (sewer, water) rather than free cash, meaning they affect departmental reserves rather than the general free-cash balance. Members also noted that some items may be readdressed before town meeting if capital or contract negotiations change assumptions.
