Committee approves $60,000 transfer recommendation to design Mill Pond chiller replacement
Summary
Advisory Finance recommended transferring $60,000 from free cash to fund design for the Mill Pond school chiller replacement, after asking whether 12% design cost on an estimated $500,000 unit was reasonable; the replacement is planned in the FY27 capital plan.

The Advisory Finance Committee on Feb. 24 recommended a $60,000 transfer from free cash to fund design of the Mill Pond chiller replacement, a unit school staff said is about 25 years old and requires design work to identify electrical and plumbing needs, pull permits and produce a reliable cost estimate.
School staff explained the design phase will allow the district to evaluate more efficient options and provide the documentation needed for permitting; the full replacement is in the FY27 capital plan. Several committee members asked whether a 12% design allowance for a roughly $500,000 chiller (producing the $60,000 figure) was a reasonable estimate and whether a design quote existed. Members said any underspend could be applied to later phases.
After discussion and clarification, the committee moved and voted to recommend the transfer, with a roll-call tally recorded as 6 yes, 2 no, 0 abstain. The recommendation to transfer funds from free cash will appear on the warrant for Town Meeting consideration.
