Tennessee House passes consent calendar, refuses Senate nonconcurrence and refers HCR 745 to subcommittee

The Tennessee House of Representatives convened and promptly approved its consent calendar on third and final consideration on a recorded vote of 91 ayes and no nays, House officials said. Chair Lee Moody moved the consent calendar under House Rule 50 and the Clerk announced the result after the roll call.
The consent calendar included multiple resolutions, though several individual items were noted as objected to on the floor (HJR 711, HJR 739 and HJR 745), and sponsoring members were adjusted by unanimous consent. "I move passage of the consent calendar on third and final consideration in keeping with Rule 50," Chair Lee Moody said on the floor.
On the message calendar the Clerk read a Senate communication regarding Bill 714, described as "relative to education," indicating the Senate nonconcurred in House Amendment No. 2. Chairman White moved that the House "refuse to receive" the Senate action adopting Amendment No. 2; the motion was adopted without objection, meaning the House did not accept the Senate's nonconcurrence and the bill may be returned to the Senate or sent to a conference committee if either chamber pursues that route.
In unfinished business, Representative Lambert moved to suspend the rules to refer HCR 745 to the Criminal Justice Subcommittee; the motion carried without objection and the referral was ordered. The Clerk explained on the floor that if the chambers disagree over amendments, either may move to appoint a conference committee to reconcile differences.
Before adjourning, the Clerk updated attendance (92 members present) and Leader Cochran moved that the House recess until 9 a.m. on Thursday, Jan. 15, 2026; the motion carried without objection. The House also held several recognitions and brief remarks, including a memorial reference to the recent death of Rogersville Mayor Jim Sales during the invocation.
