The Cass County Commissioners opened four responses to an RFP for remodeling the county’s EMS headquarters. County staff reviewed the submissions and recommended the board take them under advisement for further review.
Staff reported the four responses as follows: a Boyle Construction Management Inc. response was present but no explicit GMP could be located in the packet; JVK/JBK Development proposed a guaranteed maximum price (GMP) of $3,750,000; Steinberger Construction proposed a GMP of $4,080,004.42; and a fourth respondent stated confidence it could build within the county’s stated $3,750,000 project budget but did not provide a specific GMP in the materials provided.
Staff said, based on internal benchmarking and comparable projects, that the county’s established project budget of $3,750,000 is realistic and achievable but recommended further review to confirm costs and bidder qualifications. A commissioner moved to take the proposals under advisement and the motion passed by voice vote.
The board did not award a contract at the meeting; staff will review the proposals, clarify bidder identities and GMPs where missing, and return with recommendations.
