She asked the board to accept the apparent low bidder "contingent on INDOT's approval" of paperwork and insurance.
Unidentified Speaker moved to accept the apparent low bidder; a second was recorded and the motion carried by voice vote. Jessica said work should start this year and that the contract allows two years for completion, though she expected construction to begin later in the year.
The board did not authorize final contract execution pending INDOT's confirmation of the low bidder's compliance with bidding requirements.
