Cass County approves $30,000 ADA facilities assessment to preserve grant eligibility

County representative Jeff said the county's facilities assessment "has not been done in about 13 years" and presented a proposal from USI under the county's annual bid contract. "The project fee is at $30,000," he said, adding the review is intended to preserve eligibility for federal and state grants tied to ADA and Title VI compliance.
Commissioners asked whether leased properties such as the Cass County fairgrounds would be included. Jeff and other staff said inclusion depends on lease language: if the county retains responsibility for a building's exterior, it may be covered; if the lease assigns responsibility to the lessee, the county's obligation may be limited. Staff noted that some facilities listed in earlier plans no longer exist under county ownership and that updating the plan would reflect current county property holdings.
The board moved to approve the USI contract "as presented" and recorded verbal 'Aye' votes, after which the presiding official closed discussion. The assessment is intended to ensure compliance ahead of future grant applications such as CCMG and other state or federal funding programs.
The county did not provide a firm schedule for the assessment in the meeting record; staff said final deliverables and any changes to the county's listed facilities would be determined as the work proceeds.
