Madison County hires Baker Tilly to draft five-year capital improvement plan

The speaker said the county has paid off nearly $8,000,000 in pension liabilities and set aside $18,000,000 in a rainy-day fund, and that the capital improvement plan will inventory county assets and help schedule needed projects such as building repairs and highway maintenance.
The board voted to accept the Baker Tilly scope of work by motion. The consultant will assess timing for capital needs — for example, when roofs or heavy-maintenance items must be scheduled — and propose funding priorities.
Commissioners described the plan as prudent fiscal management intended to move away from an "as-needed" approach to a planned schedule of capital work. The agreement with Baker Tilly will define fees and the work plan; commissioners said departments will be engaged during the assessment.
