Madison County places annual bids on file; approves GIS contract pending data-ownership terms

County Engineer Jessica Baston opened the county’s annual bid submissions at the commissioners meeting, reading detailed price lists for nine bid categories including asphalt materials, aggregate and sand, on-call construction services for drainage and bridges, road striping, crack sealing and culvert pipe.
Baston reported three asphalt bidders with per-ton pricing that varied by mix; aggregate and sand bids included line-item per-ton prices for multiple gradations and riprap. For on-call construction services, vendors submitted hourly equipment and operator rates; striping and crack-seal vendors provided unit prices for thermoplastic lines and material/application rates. Baston recommended the board accept the submissions on file and bring back a letter of recommendation at the Dec. 16 meeting so staff can evaluate and recommend awards.
The board moved to place the bids on file for the county engineer’s office and request award recommendations at the next meeting; the motion passed on a voice vote.
Separately, Baston presented a proposed time-and-materials agreement with Land & Engineering to migrate the county’s recent pavement and bridge asset-management shape files into ArcGIS, deploy dashboards and train staff. The contract was described as not to exceed $46,000, broken into task caps: $4,000 for ArcGIS setup, $25,000 for data-migration assessment, $20,000 for ArcGIS solutions deployment, and $2,000 for training/advisory services. Baston said staff and county counsel were still negotiating data-ownership language and asked for approval pending resolution of that term. Commissioners approved the agreement on a voice vote pending final data-ownership language.
What this means: No formal award of construction or material contracts occurred at this meeting; the county will return with recommendations. The GIS contract is authorized to proceed once the remaining contract language about ownership of the migrated data is finalized.
