County engineers present multiple infrastructure contracts: Bridge 47, Alexandria sewer design and annual bids

Terrence Matthews asked the commission to approve a consulting contract for the replacement of Bridge 47 (16-ton restriction) over Pipe Creek. He said the county received a federal rural program grant covering 80% of the project and that American StructurePoint Inc. was selected after a formal evaluation. The contract amount presented was "not to exceed" $635,000.
County Engineer Jessica Baston briefed the board on a proposed sewer project in Alexandria and asked to advertise a request for proposals using a build-operate-transfer (BOT) procurement method. She also presented two task orders related to that project: Task Order 2025-3.1 to Commonwealth Engineering for final design, with a proposed amount of $489,950, and a second task order to design and permit a required storm drain. Baston said the design costs are covered by previously appropriated funds and do not commit the county to unfunded construction work.
Baston then summarized annual bid recommendations for asphalt paving, crushed stone, on-call drainage and bridge contractors, striping, crack sealing and liquid asphalt materials, recommending acceptance of multiple vendors to ensure capacity and redundancy for county projects. After discussion, commissioners voted to accept the engineer's recommendations and approved the presented consultant contracts.
Next steps: finalize consultant contracts, advertise the RFPQ for the Alexandria sewer project, and issue purchase orders per the accepted bids.
