The council heard a proposal to create a retention incentive for staff at the m triple c facility that will be decommissioned later this year. Presenter David Kane described business rules for a bonus structure: $2,500 for each full-time employee and $1,000 for each part-time employee who remains through decommissioning and does not move to the new jail or another county agency.
Kane estimated the worst-case cost would be about $50,000 if every eligible employee separated rather than transferring; he said he did not anticipate that worst case. Council members discussed logistics, the need to advertise appropriations and timing; finance staff said a motion to support the concept and to appropriate funds later would be appropriate once details were finalized. Councilors moved to support setting aside the contingency funds and approved the motion by voice vote.
Councilors also discussed a 90-day rehire restriction for employees who take the bonus and separate; Kane said 90 days was reasonable. Members asked staff to draft precise terms and to identify the funding source and reporting requirements before formal appropriation.
The council’s vote signaled support for personnel continuity during the transition of the facility and directed staff to return with paperwork to formalize the appropriation if required.
