Madison County delays decision on jail expansion, seeks tighter cost estimate

Madison County commissioners on Monday agreed to delay a decision on moving forward with a planned expansion of the county jail and instead authorized staff to obtain a more accurate cost estimate.

The request came from county construction staff, who said original jail plans anticipated completing a second pod and allowed space for two additional pods on site. The consultant proposal before the board would produce a closer cost estimate — not a formal bid — to inform budgeting and any bond or financing decisions. "This proposal...is to put that number a little bit more accurate. It's not a bid number," a county project representative said.

Commissioners weighed timing and financing. One said the county needs to coordinate with its construction management team and finance advisors, noting that Baker Tilly would need to review any proposed financing structure. Construction staff stressed potential cost savings from adding the work while the contractor is still on site because some materials have six-month lead times. The project team also noted the current $10 million figure circulating in public discussion has "no backing to it whatsoever."

Ultimately, the board voted to continue the agenda item to allow staff to gather the requested pricing, consult with finance partners and return with clearer numbers. No binding commitment to build the additional pod was approved at the meeting.

The next procedural step will be for staff to collect contractor estimates and work with the county's financial advisor to evaluate bond or refinancing options before returning to the commission.
