Mitchell County commissioners voted to approve proceeding with documentation for a $5,000,000 community disaster loan line of credit intended for disaster-related expenses.
County staff described the loan as a line of credit that the county can draw on as needed; it is subject to restrictions that bar use for ordinary capital projects and require compliance with federal and state program rules. Counsel explained that federal- or state-backed emergency loans may be permitted by statute if approved by the board and that the paperwork would need to be recorded and routed through state and federal sign-offs before funds could be drawn.
Officials said the loan’s interest rate will be tied to Treasury-market rates at the time of draw; staff noted the county would not pay interest until it actually used funds. County leaders emphasized a collaborative decision-making process if the county later chooses to draw from the line of credit.
Staff also described a strategy to delay drawing funds until the county better understands eligibility for forgiveness; they said there is a multi-year window in which some or all of the loan might qualify for forgiveness if conditions are met. The board approved moving forward with the loan documents and signatures and directed staff to return with required recorded documents and next steps prior to any draw.
The board’s action authorizes staff to finalize paperwork and to record the agreement; any later decision to draw funds would require further board review or a formal request at that time.
