DOE proposes narrower, timing and format changes to multiple reports

Representative Kelly Murphy introduced LD 2020, a Department of Education bill intended to update reporting requirements to align legislative information needs with data availability and programmatic realities.
Jennifer Belanger, legislative staff for the Maine Department of Education, reviewed the bill section by section. She said section 1 would enact a recommended change to concussion-reporting frequency, citing national data trends and the infrequent convening of the International Conference on Concussion in Sports. Section 2 would move the annual truancy report due date from Jan. 15 to March 1 because the raw data needed for analysis are not available early enough in the calendar year. Sections 3—6 modify child development services (CDS) reporting and cross-reference the CDS-to-SAU transition report; section 7 would similarly adjust the summer-programs report deadline. Section 8 would change how postsecondary retention and graduation comparative data are reported, noting limits in peer-institution matching using Carnegie Classification data. Sections 9 and 10 would broaden the educator-preparation report into an educator workforce preparation data report to capture a fuller picture of the teacher workforce.
Senator Libby told DOE she was concerned that moving the truancy report to March 1 could leave insufficient time to act in the second year of the biennium; Belanger said the report covers the previous academic year and that she would consult with data colleagues to determine whether the date could be adjusted before work session.
The Department said it supports LD 2020 and will be available at work session to address timing and technical questions raised by committee members.
