The Southern Pines Town Council on Dec. 17 recorded these formal actions:
- AX-02-24 (Annexation): Approved a petition to annex a 2.7-acre parcel off Air Tool Drive to tidy an annexation boundary (motion carried by voice vote).
- Z-05-24 (Rezoning / conditional zoning): Approved rezoning three RS-1 parcels to RS-1 CD to permit three prefabricated duplexes in West Southern Pines, consistent with the town's 2040 comprehensive plan (motion carried by voice vote).
- PD-06-24 (Preliminary Development Plan, Morganton Park South Phase 4): Approved the Whataburger preliminary development plan with conditions limiting the site to 39 parking spaces, preserving a 20-foot undisturbed perimeter buffer and requiring retaining walls taller than 6 feet to meet structure setbacks (motion carried by voice vote).
- OA-03-24 and related character-district/landscaping amendments: Continued to the March council meeting so staff can analyze the effect of recent state legislation (Senate Bill 382 / Session Law 2024-57) that changes the statutory definition of downzoning.
- Phase 2 comprehensive-plan implementation projects: Council approved staff's proposed Phase 2 project list for further work (motion carried).
