Council approves conditional rezoning for three duplexes in West Southern Pines

On Dec. 17 the Southern Pines Town Council unanimously approved a conditional rezoning (Z-05-24) to allow three prefabricated duplexes on three RS-1 parcels in West Southern Pines.
Planner Mason Maddox told the council the application aligns with the 2040 comprehensive plan's guidance to add missing-middle housing options and found no plan inconsistencies. "Duplexes are an excellent means of filling in underutilized RS-1 space without jumping to something more intensive," Maddox said. Applicant Tony Fairley, a lifelong Southern Pines resident, said he pursued the project to create more affordable, smaller-footprint homes in the neighborhood.
Maddox noted the project includes a watershed protection application and that the applicant proposes a built-upon area of roughly 34 percent (the current maximum in the area is 24 percent without a variance; council can grant up to 70 percent in some circumstances). The council approved the rezoning and the applicant's conditions, and the motion to adopt staff findings and to approve the map amendment carried by voice vote.
Next steps: the applicant will proceed with conditional-district paperwork and required site and building reviews before construction permits are issued.
