At the start of the Oct. 21 work session staff presented two small but significant edits to the council rules to reflect recent scheduling and improve handling of litigation notices.
The first routine change replaces references to "Monday" with "Tuesday" so the rules reflect the council’s permanent meeting day. The second change addresses executive‑session timing: the current rules required an executive session within 30 days of receiving a statutory claim or other litigation notice. City Attorney Kaylee proposed revising that requirement so staff (the city manager or city attorney) will notify council within seven days of receiving a tort claim or litigation notice and the council can then decide whether to call an executive session.
Kaylee said the proposal follows advice from outside counsel that the 30‑day, mandatory executive‑session provision was uncommon and potentially excessive. The seven‑day notice approach leaves discretion to council while ensuring timely notification about legal matters.
Councilors signaled informal consensus to forward the rule changes to the next business meeting for formal adoption.
