The City of DeBary heard a public-safety briefing that highlighted a new artificial-intelligence attendant called "Ava" and recent enforcement activity.
Speaker 5 (DRC staff) described the system as an AI attendant that can process routine incoming calls and detect stress or urgency in a caller’s voice. "It's AI. It's called Ava," Speaker 5 said, and staff reported the system handles roughly 70–80% of those calls without engaging a dispatcher and has processed about 34,000 calls to date.
Speaker 3 (Sheriff, Speaker 3) said the technology helps 911 operators focus on emergencies and credited it with faster answers to incoming calls. "Since they've implemented AVA, we're pushing it between 98 and a 100% of our 911 calls are being answered in 10 seconds or less," Speaker 3 said, noting the county is above the state's stated goal that 90% of 911 calls be answered within 10 seconds.
Officials emphasized that the attendant will route calls it judges urgent directly to a 911 operator so there is no service loss: the system flags stressed callers and transfers them to a live operator, and a supervisor monitors the attendant.
The briefing also covered recent enforcement actions. Speaker 6 (Captain, Speaker 6) described a case at the Volusia County Fair in which deputies arrested a vendor who, according to Speaker 6, was a registered offender and had failed to register within the county after arriving roughly two weeks earlier. "Within an hour, they had him in custody," Speaker 6 said. Deputies recovered the suspect’s vehicle and two additional firearms, and two people from that case were jailed, Speaker 6 added.
Speaker 6 further described work by the child-exploitation unit (ICAC). He said the unit had arrested a suspect with 13 counts related to child-exploitation material on devices and that search warrants are conducted regularly across the county.
Council members praised the level of service. Speaker 2 (Mayor) thanked law-enforcement staff, and Speaker 1 (Council member) and others noted the community’s safety record during public remarks.
Next steps: presenters said the AVA system will continue to be monitored by supervisors and that staff will provide periodic updates to the council; law enforcement did not announce formal policy changes or new ordinances at the meeting.
