Councilors urged a conservative approach: build as cheaply as possible to get the facility open and revenue flowing back into parks, obtain three bids, and avoid over-investing in initial amenities. Several councilors suggested providing a basic hookup product with space for picnic tables while deferring higher-end landscaping or trees.
Staff said they will obtain additional bids, produce site-plan options, and return with more precise costs for council consideration.
