Commissioner Combast seconded the motion. The motion passed with all members voting in favor.
Kristen Tibbs, a commission member who presided over the roll call and called the meeting to order, noted Haines’s prior service to the agency and military background, saying, "She is a U.S. veteran." Vice Chair Skupinski added, "I think she's done an outstanding job over the years," and Commissioner Brown said it had been "great to work with her over the years." Those remarks referenced Haines’s agency history, including her start as a receptionist in February 2013 and subsequent roles in licensing, accounting and information technology.
The motion text specified that the $107,000 salary would become effective immediately or upon authorization under state law, and that the rate would continue while Haines served in the interim role subject to subsequent commission action. No amendments to the motion were recorded.
