Council backs DLCD technical assistance grant to study High Pass property annexation

Junction City — The council voted Nov. 12 to support a DLCD technical assistance grant application to fund planning work needed to bring the High Pass properties into the city limits.
Community development staff (Ben Shraddikano) explained the work would fund city planner tasks to annex the High Pass properties, update zoning and handle the steps required to add the property to the city’s sewer service area. Staff told the council the planning work normally runs between about $25,000 and $50,000; staff said DLCD’s TA grants can cover that scale of work and indicated the city has a “very strong likelihood of succeeding in this grant application.”
Council discussion focused on the project scope and whether the city should proceed only if the grant is secured. "If we don't get it, we won't do the project at this point in time," staff said. Councilor Senning moved to adopt resolution number 2 to provide formal support for the grant application; the motion passed unanimously.
Why it matters: Annexation would change jurisdiction and service boundaries for the High Pass properties and could affect future development and sewer service. The grant would fund the planning work needed to evaluate and implement that change without city general funds if awarded.
