The presentation said the steps include confirming treatment-plant capacity, verifying downstream pipe capacity, amending an intergovernmental IGA and completing planning and findings required by the metro plan and DEQ facility plan.
Staff said Creswell has already prepared planning materials that Junction City could reuse to reduce the lift and speed permitting, and proposed paying for planner time from a partner jurisdiction if needed. Administrators framed the option as a potential cost savings — characterizing the alternative as possibly $40–50 million versus an $80 million standalone option — and said they plan to present a facility plan to DEQ and request an amendment to substitute the regional connection for a portion of the existing MAO plan.
Councilors and staff noted the political steps required: presentations to planning commissions and councils across jurisdictions, and the need for a sponsor to carry the request into regional forums. Staff also described follow-up actions to secure an SDC-contractor and engineering work and to solicit a sponsor and bring DEQ into early conversations as work progresses.
