Council hears community meetings report; staff to provide forward project report and study MWMC wastewater option

City staff presented a report on the first series of community meetings and briefed council on recurring resident concerns, infrastructure priorities and early analysis of regional wastewater options.
The administrator said more than 18 residents attended the six meetings and that street- and water-related questions were common. Councilors praised staff outreach and asked for clearer forward planning documents: "Can we get some type of report that tells us what the projects crew is going to do next month?" one councilor asked, requesting a regular forward-looking project forecast (monthly or quarterly) so council can see workload and priorities.
Councilors also discussed stop-sign placement policy. One councilor urged a prevention-oriented approach rather than waiting for multiple accidents before adding signs and recommended that residents submit stop-sign concerns to the police chief for evaluation.
On wastewater, staff described preliminary conversations with the Eugene‑Springfield sewer/wastewater commission (MWMC) and the city of Creswell. Staff cited a rough construction-level estimate of about $40,000,000 to connect to MWMC and mentioned an approximate annual treatment charge of $1,000,000; council asked PFM to model financial impacts and suggested staff consider participating in Creswell‑led code amendments if the city wishes to pursue a connection. Staff said more detailed analysis and cost breakdowns will be provided in future briefings.
No formal decisions were made Tuesday; council directed staff to develop a project forecast and return with more detailed analysis on the MWMC option.
