West Linn delays Vision 43 approval to mid‑2026, adds outreach and small budget amendment

Project manager Chris Myers said the approval target will move from October 2025 to June–July 2026 to allow more time for property‑owner outreach, additional open houses, and review of draft code language. He said the city added $19,850 to its contract with MIG to cover consultant and project‑management work tied to the extended timeline; those funds were already budgeted for the project in the 2025–2026 budget cycle.
Staff also described a two‑phase rezoning approach: Phase 1 will mostly rezone commercially zoned parcels within the focus areas (and a few residential parcels that are already acting as commercial uses); Phase 2 will address residential properties in the corridor after targeted outreach to homeowners about likely impacts and options. Myers said the phased approach responds to community concerns and allows tailored engagement with adjacent residential owners.
Staff described planned outreach steps including technical advisory committee review, working‑group meetings in November, neighborhood association sessions, and public open houses in January and February to explain draft code provisions. Councilors asked for interim status updates; staff agreed to provide short updates to council every two to three months.
No formal council vote was taken on Vision 43 at the work session. Staff will return with revised code drafts and outreach summaries for later work sessions and the planning commission process.
