The West Linn City Council adopted Ordinance 1765 on Sept. 8, updating the city’s community tree code (Chapter 8) and approving the associated tree technical manual.
Parks and planning staff presented the code amendments as actions to improve legal compliance, administrative consistency, public safety and operational efficiency. Staff said outreach included neighborhood associations, advisory groups and interdepartmental review. Kaylee (staff) noted a non‑substantive typographical error in the draft (a stray letter in a section reference) that staff corrected before adoption.
Councilor Bridal moved first reading and then moved second reading and adoption of Ordinance 1765; the ordinance passed on roll call. City staff thanked legal counsel and departments who assisted with the ordinance and said the code changes would enable more consistent implementation of tree management and heritage tree rules. The council also approved the companion tree technical manual by motion and roll call.
The ordinance and manual will guide staff implementation and enforcement; council and staff said a broader review of development‑code tree protections remains on a future planning docket.
