During review of the November financial report, council members questioned several professional and technical services line items. One line labeled 'judicial professional/technical services' showed $4,500; another administrative legal line was read aloud as roughly '$66,110' in the packet (the transcript contains slight numeric ambiguity). Council members discussed a separate $25,000 allocation identified for a subsequent filing and expressed concern that litigation and related legal fees—some not budgeted—are accruing and should be made transparent to the public.
