Historic preservation panel asks planning commission to review demolition request and signage permits on Main Street

The Planning and Zoning Commission heard a report from the Historic Preservation Committee recommending that owners of a historic stone house be allowed to begin interior demolition to address termite damage, remove an existing east-side garage and submit new architectural renderings for approval.
"All we're asking for you to approve at this point is allow them to begin the demolition process," the preservation chair told the commission, noting the homeowners intend to preserve the historic character where feasible and will submit follow-up plans for building permits and a certificate of appropriateness.
Committee members also raised concerns about a prominent billboard for Spring City Arts on Main Street that may not have followed the signage and lighting review steps required by city code (section 10-6e-10). The committee recommended staff review permitting records, clarify where signs require historic committee and planning commission review, and update permit forms so homeowners and businesses know what to submit.
Commissioners acknowledged the issue and asked staff to provide code excerpts and a recommended process for sign permitting and enforcement. No formal code change was approved at the meeting; the committee asked to return in January with suggested revisions and examples of needed permit forms.
