Board to hold public hearing on adding USU representation; master plan open house and AirFest scheduled

The airport board placed a proposal to consider adding one or two Utah State University seats on the Cache County Airport Authority Board on next month’s agenda for a public hearing.

An unnamed board member described ongoing negotiations with university leadership and suggested USU could help staff Part 139 functions and provide operational benefits because it is a heavy user of the field. Board members emphasized the university did not request the seat, asked whether any new university appointment would be advisory or a voting member, and noted any change requires amending the interlocal operating agreement and approval by the city and county councils.

Why it matters: adding a university representative could change how the board balances funding and user interests because the airport is funded jointly by city and county partners. Board members suggested alternatives, including formalizing an expanded operations committee that includes university, glider and FBO representation instead of changing board composition.

Master plan and events: staff said the airport master plan will have a public open house next Saturday with poster boards and technical advisory committee input; timing and location were discussed and staff will post signage and coordinate. Staff also outlined an AirFest scheduled for Saturday, June 28 (an open‑house with aerial demonstration), noting aircraft commitments, safety requirements (ARFF, paramedic, law enforcement) and a request for donations and volunteers. Separately, a student group requested runway closure for USU’s annual “Run the Runway” on Sept. 13; staff asked them to coordinate details and return next month’s agenda.

Next steps: the board will schedule a public hearing on proposed changes to the interlocal agreement next month, staff will post master‑plan open-house details and signage, and organizers will continue planning AirFest and recruit volunteers and donors.
