Scott Weaver presented an update to the authority on his FBO terminal expansion and requested the board reconsider installing a 15,000‑gallon self‑service Avgas tank after federal/state funding did not materialize. Weaver said he has preliminary local financing approval and engineering drawings underway; the project cost estimate is roughly $500,000.
Board members discussed two models: (1) a private operator alone builds and operates the tank under a lease (which would keep the airport exposed to less operational risk but receive only land‑lease revenue); or (2) some form of public‑private partnership in which the airport participates in upfront cost in exchange for shared revenue. Members noted FAA minimum‑standards, permitting and insurance implications if the airport were to own the fuel facility. One member observed self‑service fuel can be a major revenue source and suggested the board solicit a projection of revenues, expenses and necessary capital investment before deciding.
The board asked Kirk and Sean (two board members) to meet with Scott and staff (Bob and Ryan) to develop a projection and return to the board within about a month. Scott said he was open to partnership offers and that he has engineering work in motion and could potentially put the project in place as early as summer.
Next steps: staff and a small board subgroup will meet with Scott Weaver to prepare revenue/expense projections, permitting steps, and a recommended structure (private lease, airport ownership, or partnership) for board consideration.
