Council members and volunteers described two vendor proposals for the park upgrade and said community fundraisers have already raised roughly $89,000 toward the project. Staff reported proposals ranging from a smaller package (about $178,000) to larger packages approaching the program cap (bids were discussed near $249,000–$250,000). Volunteers proposed contributing $1,000 as local buy-in to strengthen the grant application. Staff cautioned that submitting the application does not obligate the city to accept the grant; the council will vote again if the award is offered.
During the discussion, Maureen (one of the volunteers supporting the project) and staff reviewed equipment layouts and emphasized the need to ensure bidders align with the council’s requested scope. A staff member noted that if only one responsive bid is returned, the grant program allows the municipality to show outreach to multiple providers; the city’s process requires documentation that requests were made to at least three suppliers.
Councilmember S8 moved to submit the CDBG application and S3 seconded the motion. The motion passed on a roll-call vote. Council members said staff should continue to gather competing bids and refine the proposed equipment and shade structures before any final acceptance of grant funds.
The council’s next step is for staff to complete and file the CDBG application by the program deadline and return to the council for final acceptance if the award is offered.
